President Kagame Attends Second World Summit for Social Development in Doha

President Paul Kagame attended the Second World Summit for Social Development, held in Doha from 4 to 6 November 2025. 

On the sidelines of the Summit, President Kagame met with His Highness Sheikh Tamim bin Hamad Al Thani, the Emir of Qatar. Their discussions focused on the strong bilateral relations between Rwanda and the State of Qatar, and and the multiple areas of fruitful bilateral collaboration.

In his address to the Summit, President Kagame emphasized the importance of self-reliance and adaptability in achieving lasting social development. He said "Social development is a continuous journey, that requires adaptability. Right now, the priority is to keep the pendulum swinging in the right direction, and build on what has already been achieved. For development to be sustainable, it cannot be outsourced. This approach has guided Rwanda’s transformation. Social protection, community participation, and accountability, are firmly embedded in how we govern. Every policy decision by our institutions, is concerned with advancing quality of life.”

Rwanda’s delegation included Minister of Foreign Affairs, Olivier Nduhungirehe and Minister of Local Government, Dominique Habimana. On the sidelines, Minister Habimana, accompanied by Ambassador Igor Marara, held productive meetings with H.E. Maryam bint Ali bin Nasser Al Misnad, Qatar’s Minister of State for International Cooperation and H.E. Fahad Hamad Al-Sulaiti, Director General of the Qatar Development Fund, reaffirming Rwanda–Qatar shared mission in advancing inclusive and sustainable development.
